## What are CCR, RCR and OCR?

CCR, RCR and OCR are URA's three market segments for private non-landed homes. The Core Central Region (CCR) covers postal districts 9, 10 and 11, the Downtown Core and Sentosa; the Rest of Central Region (RCR) is the rest of the Central Region; and the Outside Central Region (OCR) covers the East, North East, North and West regions.

## Key facts

- **Core Central Region (CCR):** Postal districts 9, 10 and 11, the Downtown Core Planning Area and Sentosa
- **Rest of Central Region (RCR):** The rest of the Central Region, outside the CCR
- **Outside Central Region (OCR):** The East, North East, North and West Planning Regions
- **Applies to:** Non-landed private homes (apartments, condos and ECs over 10 years old) in URA's price index
- **3Q 2026 price change:** CCR +0.3%, RCR unchanged, OCR +2.3% (URA, 23 October 2026)

## How the market segments work

URA splits non-landed private homes into three segments so that price and rental trends in very different parts of Singapore can be tracked separately.

| Segment | Area |
| --- | --- |
| Core Central Region (CCR) | Postal districts 9, 10, 11, the Downtown Core Planning Area and Sentosa |
| Rest of Central Region (RCR) | The Central Region outside the CCR |
| Outside Central Region (OCR) | The East, North East, North and West Planning Regions |

## Latest price changes

Non-landed private home prices, 3rd quarter 2026, from URA's release of 23 October 2026:

| Segment | Change on the previous quarter |
| --- | --- |
| CCR | +0.3% |
| RCR | 0.0% |
| OCR | +2.3% |
| All non-landed homes | +1.0% |

## Example

You are comparing a condo in District 10 with one in Punggol. District 10 is in the CCR, so its price is tracked against CCR trends; Punggol is in the North East Planning Region, so it falls in the OCR. In the 3rd quarter of 2026, OCR non-landed prices rose 2.3%, while CCR prices rose 0.3%.

## Common mistakes

- **Assuming segments follow MRT lines or towns.** They follow URA's postal district and planning area boundaries.
- **Comparing segment averages across very different homes.** Unit size, age and tenure vary within each segment. Compare [PSF](https://propertymeter.sg/glossary/psf/) for similar homes.
- **Using the segments for landed homes.** URA reports landed prices separately.

## Frequently asked questions

### Which areas are in the CCR?

Postal districts 9, 10 and 11, plus the Downtown Core Planning Area and Sentosa, as defined by URA. URA publishes a map of the Central Region showing the CCR and RCR.

### Are executive condominiums included?

In URA's price index, non-landed properties include ECs that are more than 10 years old, alongside apartments and condominiums.

### Do the segments apply to HDB flats?

No. HDB flats and other public sector buildings are excluded from URA's private property price index. The segments describe private non-landed homes.
