## What is MOP (Minimum Occupation Period)?

The Minimum Occupation Period (MOP) is the length of time HDB flat owners must live in their flat before they can sell it on the open market, rent out the whole flat or buy private property. It is 5 years for Standard flats, 10 years for Plus and Prime flats, and 20 years under the Fresh Start Housing Scheme.

## Key facts

- **Standard (and unclassified) flats:** 5 years
- **Plus and Prime flats:** 10 years
- **Fresh Start Housing Scheme:** 20 years
- **Starts from:** The legal completion date of your flat purchase
- **Not counted:** Any time you don't physically live in the flat
- **Executive condominiums:** Separate rules: 5 or 10 years from TOP (see Executive Condominium)

## How the MOP works

HDB flats are subsidised homes, and the MOP makes sure they are used as homes rather than short-term investments. Everyone listed in the flat must physically live there for the full period before they can:

- sell the flat on the open market
- rent out the whole flat
- acquire private residential property, in Singapore or overseas
- apply for an HDB Flat Eligibility (HFE) letter to buy another flat

The MOP starts on the **legal completion date** of your purchase. That is usually the day you collect the keys for a new flat, or the resale completion date for a resale flat. Any period when you don't live in the flat, such as when it is rented out with HDB's approval, is not counted.

## MOP by flat type

| Flat type | MOP |
| --- | --- |
| Standard flats, and unclassified flats sold before October 2024 | 5 years |
| Plus flats | 10 years |
| Prime flats, including Prime Location Public Housing flats sold before October 2024 | 10 years |
| Fresh Start Housing Scheme flats | 20 years |

Plus and Prime flats come with further conditions, including tighter rules on renting out the whole flat, even after the MOP.

## Example

You collect the keys to a new Standard flat, and the purchase legally completes on 15 March 2026. If you live there continuously, your MOP ends on 15 March 2031. From then on you may sell the flat on the open market or buy a private property, subject to HDB's rules at the time.

## Executive condominiums

ECs have their own MOP, counted from the project's Temporary Occupation Permit (TOP) date rather than your completion date. It is 5 years for most projects, and 10 years for projects whose land tender closed on or after 8 May 2026. See [Executive Condominium (EC)](https://propertymeter.sg/glossary/ec/).

## Common mistakes

- **Counting from the booking or ballot date.** The MOP runs from legal completion, not from when you booked the flat.
- **Assuming rented-out time counts.** Time when you are not living in the flat extends the MOP.
- **Buying overseas property during the MOP.** HDB's restriction covers private property overseas, not just in Singapore.

## Frequently asked questions

### Can I rent out rooms during the MOP?

You can't rent out the whole flat during the MOP, but HDB allows owners to rent out spare bedrooms while they continue to live in the flat, subject to HDB's rules.

### When does my MOP end?

Five years (or 10 or 20, depending on the flat) after the legal completion date of your purchase, extended by any period you did not live in the flat. You can check the exact date on My HDBPage.

### Can I buy a private condo before my MOP ends?

No. HDB does not allow owners to acquire private residential property, in Singapore or overseas, until the MOP is met.
