## What is property Tax?

Property tax is an annual tax on owning property in Singapore, charged by IRAS on the property's annual value (its estimated yearly rent). Homes you live in pay owner-occupier rates from 0% to 32%; other homes, including rented-out and vacant ones, pay non-owner-occupier rates from 12% to 36%. Other property is taxed at 10%.

## Key facts

- **Formula:** Annual value × property tax rate
- **Owner-occupier rates (from 1 Jan 2025):** 0% on the first $12,000 of annual value, rising in tiers to 32% above $140,000
- **Non-owner-occupier rates (from 1 Jan 2024):** 12% on the first $30,000, rising to 36% above $60,000
- **Non-residential property:** 10% of annual value
- **Owner-occupier rates apply to:** Only one residential property that you own and live in
- **2027 bills:** Sent from December 2026; payment due by 31 January 2027

## How property tax works

Every year IRAS works out the [annual value](https://propertymeter.sg/glossary/annual-value/) of your property, applies the rate that fits how the property is used, and sends you a bill. Like income tax, residential rates are progressive: each slice of the annual value is taxed at its own rate.

## Owner-occupier rates

For the one home you own and live in, from 1 January 2025:

| Annual value | Rate |
| --- | --- |
| First $12,000 | 0% |
| Next $28,000 (to $40,000) | 4% |
| Next $10,000 (to $50,000) | 6% |
| Next $25,000 (to $75,000) | 10% |
| Next $10,000 (to $85,000) | 14% |
| Next $15,000 (to $100,000) | 20% |
| Next $40,000 (to $140,000) | 26% |
| Above $140,000 | 32% |

## Non-owner-occupier rates

For other residential property, including homes that are rented out or vacant, from 1 January 2024:

| Annual value | Rate |
| --- | --- |
| First $30,000 | 12% |
| Next $15,000 (to $45,000) | 20% |
| Next $15,000 (to $60,000) | 28% |
| Above $60,000 | 36% |

## Example

These are IRAS's own sample calculations for a home with an annual value of $36,000, and one at $84,000.

| Annual value | Owner-occupied | Not owner-occupied |
| --- | --- | --- |
| $36,000 | $960 | $4,800 |
| $84,000 | $5,480 | $19,440 |

The same $36,000 home costs five times as much in property tax once it is rented out.

## Common mistakes

- **Forgetting property tax when estimating rental returns.** A rented-out home pays the higher rates. See [rental yield](https://propertymeter.sg/glossary/rental-yield/).
- **Assuming a vacant home is cheaper to hold.** It pays non-owner-occupier rates, with no vacancy relief.
- **Not updating IRAS.** If you change a home to non-residential use, you must notify IRAS in writing within 15 days.

## Frequently asked questions

### Do I pay property tax if my home is empty?

Yes. Vacant residential property is taxed at non-owner-occupier rates, and IRAS says there is no tax relief for vacant properties.

### Can I get owner-occupier rates on two homes?

No. Owner-occupier rates apply to only one residential property. A second home is taxed at non-owner-occupier rates, even if you live in it some of the time.

### Can I pay property tax in instalments?

Yes. With GIRO you can pay in one deduction or up to 12 interest-free monthly instalments.

### Can I appeal against my property tax rate?

You cannot object to the rates themselves. You can object to the annual value, within 30 days of the valuation notice.
