How BSD works
BSD is charged on the document you sign to buy a property, usually the exercised Option to Purchase (OTP) or the sale and purchase agreement. IRAS calculates it on the purchase price or the market value, whichever is higher, and rounds it down to the nearest dollar.
BSD is tiered, like income tax: each slice of the price is charged at its own rate, so a higher price doesn’t mean the top rate applies to the whole amount.
Residential BSD rates
These rates apply to residential property bought on or after 15 February 2023.
| Portion of the price or value | Rate |
|---|---|
| First $180,000 | 1% |
| Next $180,000 | 2% |
| Next $640,000 | 3% |
| Next $500,000 | 4% |
| Next $1,500,000 | 5% |
| Above $3,000,000 | 6% |
Non-residential property, such as offices, shops and industrial units, uses a different scale. See IRAS for those rates.
Example
A buyer pays $1,500,000 for a condominium, which is also its market value.
| Slice | Rate | BSD |
|---|---|---|
| First $180,000 | 1% | $1,800 |
| Next $180,000 | 2% | $3,600 |
| Next $640,000 | 3% | $19,200 |
| Next $500,000 | 4% | $20,000 |
| Total | $44,600 |
BSD at common price points
| Price | BSD |
|---|---|
| $500,000 | $9,600 |
| $1,000,000 | $24,600 |
| $1,500,000 | $44,600 |
| $2,000,000 | $69,600 |
| $3,000,000 | $119,600 |
| $4,000,000 | $179,600 |
Common mistakes
- Using the price when the valuation is higher. BSD is charged on whichever is higher.
- Forgetting ABSD. Many buyers also owe Additional Buyer’s Stamp Duty.
- Missing the 14-day deadline. Late payment attracts penalties.
Frequently asked questions
When do I pay BSD?
Within 14 days of signing the purchase document. For most resale purchases, this is the date you exercise the Option to Purchase.
Is BSD the same for HDB flats and condominiums?
Yes. HDB flats, condominiums and landed homes are all residential property and use the same BSD rates.
Do I pay BSD and ABSD?
BSD applies to every buyer. ABSD is an extra tax that applies only to some buyers, such as citizens buying a second home, permanent residents, foreigners and companies.
