HDB Flat Eligibility Letter (HFE letter)

What is an HFE letter (HDB Flat Eligibility letter)?

An HDB Flat Eligibility (HFE) letter tells you upfront whether you can buy a new or resale HDB flat, how much in CPF housing grants you can get, and how much you can borrow from HDB. You must have a valid HFE letter before applying for a new flat or obtaining an Option to Purchase for a resale flat. It is free and valid for 9 months.

How the HFE letter works

The HFE letter brings three checks into one application on the HDB Flat Portal:

CheckWhat the letter confirms
Flat eligibilityWhether you can buy a new flat, a resale flat, or both, and which flat types
CPF housing grantsWhich grants you qualify for and how much
HDB housing loanWhether you can take an HDB loan and the amount

Second-timers are also told the resale levy or premium payable for a subsidised flat.

The two steps

  1. Step 1: Check Preliminary HDB Flat Eligibility. A quick overview of your eligibility, grants and loan.
  2. Step 2: Apply for the HFE letter. Submit within 30 calendar days of Step 1, with all required documents. Try to complete both steps in the same calendar month; otherwise you’ll need to update everyone’s employment and income details.

All applicants and required occupiers need a valid Singpass account, and you can be listed in only one HFE letter application at a time.

Common mistakes

  • Waiting for the sales launch. The e-service is suspended during the application period.
  • Changing household details. Changes to members, marital status, citizenship or private property ownership can invalidate the letter.
  • Assuming the loan amount is final. For uncompleted flats, HDB reviews your finances nearer completion and may reduce the loan.

Frequently asked questions

When should I apply for an HFE letter?

Early, at least a month before you plan to apply for a flat. The e-service is suspended during the application period of each sales exercise, so you can't apply for one at the last minute.

What if my HFE letter expires?

If you have already submitted a flat application with it, you can continue. If it expires within 30 days and you need more time, apply for a fresh one. Until the new letter is issued, you can keep using the unexpired one.

Can I change the people in my HFE letter?

Not after you submit it. The applicants and occupiers in your flat application must match your HFE letter. To make changes, cancel it and apply afresh, or write to HDB if you have already applied for a flat.

Can I apply for a bank loan approval at the same time?

Yes. You can apply for an In-Principle Approval for a housing loan from participating financial institutions alongside your HFE letter application.
