How the Step-Up Grant works
The grant supports families who started in a small flat or public rental housing and want to move to a slightly bigger home.
| Current home | Next home |
|---|---|
| 2-room Standard flat bought from HDB after October 2024, or bought on the open market with a CPF grant | 3-room Standard flat, or 3-room flat in a non-mature estate |
| 2-room unclassified flat in a non-mature estate, bought from HDB after October 1995 or on the open market with a CPF grant | 3-room Standard flat, or 3-room flat in a non-mature estate |
| Public rental flat | 2-room Flexi or 3-room flat (Standard, or in a non-mature estate), new or resale |
Example
A couple rent a public rental flat and now earn $6,500 a month together. They book a new 3-room flat in a Standard project in Tengah. If they meet the employment and other conditions, they receive a $15,000 Step-Up Grant in their CPF Ordinary Accounts, which they can use to reduce the price or their loan.
Common mistakes
- Choosing a mature estate. For unclassified flats, the next flat must be in a non-mature estate.
- Exceeding the income ceiling. The limit is $8,000 a month for the whole household.
- Ignoring the lease for resale flats. The lease must cover the youngest core member to age 95.
Frequently asked questions
Which towns are non-mature estates?
HDB lists Bukit Batok, Bukit Panjang, Choa Chu Kang, Hougang, Jurong East, Jurong West, Punggol, Sembawang, Sengkang, Tengah, Woodlands and Yishun.
Can I get the Step-Up Grant for a resale flat?
Yes, for an eligible 2-room or 3-room resale flat, as long as its remaining lease is more than 20 years and covers the youngest core member to age 95. You may also qualify for the Proximity Housing Grant.
Do I still pay the resale levy?
Second-timers buying a subsidised flat from HDB generally pay a resale levy. The Step-Up Grant is a separate grant credited to your CPF Ordinary Account.
